Road Committee

Chair – Cody Barnhart Members – Jimmy Robinson

The Road Committee is responsible for:

  • Maintain and repair all roads within Fawn Lake Subdivision within the current annual budget to ensure safe access and movement of vehicles, campers, and other emergency vehicles.

  • Emergency repairs

  • Maintaining the drainage ditches and Fawn Lake-owned culverts (those that go under the roads, not driveways) so water runs freely. The owner’s driveway culverts are their responsibility. If an issue concerns a driveway culvert, this should be reported to the Board with a recommendation forresolution.

  • Maintain road easements free of excess brush by regularly cutting grass and removing dead trees or

    low-hanging limbs that may interfere with the passage of high-profile vehicles.

  • Communicate with Association members regarding any road closures or hazardous conditions

  • Obtain any new or updated road signage within budget and install

  • Snow removal will occur only after at least 4 inches have accumulated, with a prediction of additional accumulation in the forecast. Bids should be obtained for the upcoming season before the budget meeting in November. No salt will be used on gravel roads. The salt can cause the road surface to soften and become quick-sand-like, making it difficult to drive on and penetrate the gravel and loosen the packed surface, leading to ruts and potholes. Sand, cinders, or asphalt millings may be used if available.

  • Review requests from Association members for accuracy and compliance to install a driveway culvert per Article VIII, Section N of the Bylaws and Restrictions dated October 2, 2022. Vetted requests will be brought to the board for review, discussion, and approval or denial. The decision will include two signatures, the president and either the VP or the road committee head, and a copy sent back to the member making the request. A denial must include the reason(s) and, if there is an option to modify the request, that would lead to an approval.

Dam Committee

Chair – Floyd Lee Members - Mark Pavely

The Dam Committee is responsible for:

  • The dam is evaluated quarterly to observe erosion, wildlife activity, muskrat tunnels, beaver dams, or other burrowing animals, and any leaks or failures. The Secretary is provided with an annual inspection checklist to keep in official records.

  • A safety inspection and registration permit from the Missouri Department of Natural Resources every 5

    years per Mo. Revised Statute § 236.440-8

  • Obtain any new or updated dam signage within budget and install

  • Provide erosion control with rock or riprap for wave action and spillway overflow.

  • Remove saplings and brush from the spillway to maintain proper water flow.

  • Ensure grass and vegetation are mowed regularly, typically 3 times during the growing season.

Building Committee

Request are submitted and reviewed by the entire Board of Directors

The Building Committee is responsible for:

  • Review requests submitted by Association members for accuracy and compliance of structural additions and modifications following Article IX of the Bylaws dated October 2, 2022. Vetted requests will be brought to the board for review, discussion, and approval or denial. The decision will include two signatures, the president and the VP, and a copy will be sent back to the member making the request. A denial must consist of the reason(s), and if there is an option to modify the request that would lead to Fawn Lake Committees approval. Any construction requiring a Franklin County permit will have a copy of such a permit attached to the request.

  • The road committee will also review the new culverts. See above under the Road Committee.

Bath House Committee

Chair – Larry Wilson Members – Angi Wilson

The Bath House Committee is responsible for:

  • Monitoring the condition of the bath house to ensure it is clean, safe, sanitary, adequately stocked, and in good working condition.

  • Assess the fixtures, utilities, and building for any wear and tear, damage, or safety concerns and report them to the Board.

  • Obtain any new or updated bathhouse signage within budget and install

Beach/Parks Committee

Chair – Al Vernon Members – Larry Wilson, Amy Beste

The Beach and Parks Committee is responsible for:

  • Maintenance and repair of gravel parking areas, sandy areas, beach pea gravel, and boat ramp

  • Place the swim rope with Buoys annually before the beach opens and remove it after it closes. Inspect for defects or wear and replace as necessary.

  • Obtain 2 portable outhouses in the spring for the beach and boat ramp areas. In the fall, schedule weekly cleaning and removal.

  • Obtain any new or updated signage referring to parking, swimming, or other park-related activities within budget and installation

  • Quarterly safety inspection of playground equipment to observe for loose or splintering wood, protruding or loose nails/screws, rusting metal parts, peeling paint, and stinging insect activity. Make recommendations to the Board for the correction of any issues.

  • Check for dead or dying branches and trees and have them removed.

  • Ensure grass is being mowed regularly.

  • Inspect all signage to ensure it is in good condition.

Lake Committee

Chair – Kevin Pardo Members – Steve Snyder, Sam Orlando

The Lake Committee is responsible for:

  • Monitor the lake's health by looking for erosion, an overabundance of algae and plant material, invasive species, and other contaminants or pollutants. Report any issues to the Board with recommendations for correction.

  • Test water for quality and pollutants when necessary

  • Make recommendations to the Board and Association members regarding maintenance of waterfront and watershed properties to ensure a healthy ecosystem.

  • Seek advice from the Missouri Conservation Department when necessary.

  • Stock fish as needed.

  • Obtain any new or updated lake/boating/fishing signage within budget and install

  • Review fishing rules and regulations annually and make recommendations to the Board for any modifications based on fish species.

  • Enforcement of fishing regulations

Governance Committee

Chair – Pam Pavely Members – Kevin Pardo, Steve Snyder

The Governance Committee is responsible for:

  • In-depth understanding of the Fawn Lake Subdivision Bylaws and Restrictions dated October 2, Fawn Lake Committees 2022, as well as Board Rules and Regulations, Board Policies and Procedures, and function as advisors to the Board and Community regarding compliance

  • Create a healthy governance structure that benefits the community and assures the Association Member's best interests are represented.

  • Update Governance documents as needed within the guidelines of the Fawn Lake Subdivision Bylaws and Restrictions dated October 2, 2022

  • Seek out legal counsel when necessary to clarify discrepancies.

  • Review governance documents as needed and research the best practices at similar communities.

Fundraising Committee

Chair – Dainelle Berdeaux Members – Jimmy Robinson, Angi Wilson

The Fundraising Committee aims to help finance the community's various projects, such as equipment needs and improvements, which are not included in the operational budget.

The Fundraising Committee is responsible for:

  • Planning and executing fundraising events that align with the community’s goals after obtaining board approval

  • Follow detailed plans for each event, including venue selection, budgeting, marketing, and logistics. 

  • Coordinate with volunteers, Board members, Treasurer, Secretary, and other committees to ensure the smooth execution of events. 

  • Ensure that fundraising efforts are conducted ethically and comply with relevant regulations.
